it needs to be around midnight for rotom to come out, just press A by the T.V. 8pm - 4pm

Rotom comes out only at nighttime from the TV in the Old Chateau on Pokémon Diamond, Pearl and Platinum. You also need the National Pokedex for Rotom to appear.
