First, you start off with a Budew. It evolves into Roselia when it gains a lot of happiness. Then, Roselia evolves into Roserade with a Shiny stone. You get the Shiny stone on Iron Island. Go through all the battles and a guy will give you a Riolu egg if you have space in your party. Then, when you exit the cave, there will be a pokeball on the ground. Pick it up, and it will contain a Shiny stone.
