Eevee will not be able to evolve into Leafeon or Glaceon because SoulSilver does not have the specific locations in the Johto or Kanto regions in order for them to evolve so you would have to trade them over to Diamond, Pearl or Platinum in order to evolve them into either Leafeon or Glaceon and then trade them back to SoulSilver.
