They have to have a high relationship, and have to be "in love". If they are then your good! You can do a public woohoo in a photo booth, a dressing room, and a car. To do any you have to get both sims into the object. Then when both are in, click on the object and the option of "Woohoo" should be displayed. Afterwards the people on the lot that you've had the public woohoo on will all come running to "congradulate" you. (Except in the car - I don't think it counts as a public woohoo) I find this funny!
