To clean pets, you have to wash them in your bathtubb. I never had to clean any cats though, just dogs! Hope this helps! :)

You have to have a bath tub on the lot. Then when you click to interact with a pet, it should come up with the bathe pet option. I've only been able to do this with dogs, though, since when I try with a cat it scratches the sim and produces a negative moodlet.
They just wash up on the beach
Laundry is only available through the Sims 3 Ambitions or University Life expansion packs, or if you purchase washers and dryers from the Sims store.

Wash all of your clothing and vacuum your furniture before moving. Wash your pets with flea shampoo. Once you get your apartment set up, purchase some of the flea powder that interrupts the gestation of fleas. Continue to vacuum regularly (throw out the bag or wash the container each time). Fleas should be gone!

Change their diaper. Or on Sims 2 I think you could wash them in the sink or tub
You can help seniors, lemonade stands, "Mother's helper", wash cars, walk dogs, take care of pets, ect.
