In Ruby, Sapphire, and Emerald, the way you fish is very different than traditional fishing in FR/LG. First, toss your cast, then wait. There will dots going across the screen, and as soon as it says, "Oh, a bite!", press A. Sometimes it will immidiately pull the Pokemon out, others you'll have to continue pulling until it comes up. But if you pull too early, there won't be any Pokemon, and it'll say, "Not even a nibble." If you pull too late, as in, if there's a Pokemon on the line, the Pokemon will get away.
