After you have saved the electric power station, go to the radio tower in lavender city, and an old man runs over to you, and he gives you a radio card. All you have to do now is to get to route 11, and walk up to the Snorlax. You then need to go on your radio, and move the orb like thing up to the very top of the touch screen using your stylus. Then just interact with the Snorlax to battle it.
*Note* The Snorlax is level 50, and has a 55% chance of holding leftovers.
