The Moss Rock is used to evolve Eevee into its Grass-type evolution, Leafeon. To do so, put the desired Eevee in your party and have a Rare Candy. Go to Eterna Forest, stand directly next to/above/below the Moss Rock (not diagonal!) and level up your Eevee with the Rare Candy. It should then evolve into Leafeon.

To find the Moss rock in Pokemon Diamond, go into Eterna forest, and bring loads of max repels with you. Go deep in the forest and you'll find a stone that looks like it cn be smashed, but it can't. Go up to it and use a rare candy on your Eevee. It will level up, and will evolve into Leafeon. (the stone is tucked away in a some whate small area on the left side of the forest when your character is facing up and away from your bottom screen of the DS) ***If you enter Eterna forest from route 205 it's not far in at all...keep to the left. :D
