When Wynne tells you to (she'll shout it out when it's the right time), hold down the left trigger and scroll to the icon that kind of looks like a weird arrow pointing downwards, and at the bottom there will be a little paper icon. That's the litany. Select it, and your character automatically uses it. Have fun :D

I wouldn't have thought so - the download on PC will be the PC version, while the 360 version would be available over XBox Live and should be downloaded from there in the first place.
