yes, they can. I just figured out how to use star power with the Rock Band drums while playing Guitar Hero World Tour!To activate star power you have to push the A, B, X, Y buttons on the drum set at the same time.
No i dont think you can't play any GH game with singstar mic. Well you can play Rock Band 1,2 ac/dc (atleast I tried those)

They are fully compatible, in fact I play guitar hero with those. Only difference is that star power is activated hitting blue and yellow instead of yellow and orange
You will need a wii remote for the microphone to navigate menus and activate star power by pressing A or B, but the microphone plugs into the back of the wii console, not the wii remote.
The microphone has a USB connector. There are 2 USB ports on the back of the Wii. Hook the microphone connector into one of the ports. But you need to have a Wii remote on so that you can still select your difficulty level and scroll around. And pressing the A button on the remote will give you star power mode
