To use the jetpack you need the armour upgrade usually seen as a white hologram in an open case on the floor in campaign. Then press and hold the left bumper for Xbox (don't know about other platforms) and you should be in the air. MULTIPLAYER on multiplayer just select the class that says ranger or the one that has the spartan with a jetpack on.

There are two places I know that have the jetpack 1) When you go to Club Errera, got to the middle where there is a projection of the Earth (or Reach), then head forwards until you come to a bar. there should be ones there. 2) In the part when some troopers are stuck in a long hallway filled with brutes and elites, and there is a jammer at the back, go to the jammer and turn right. There should be some there.
