you run three elemental hero neos alius and cards that special summon normal monsters from the graveyard like skyscraper2 hero city and hero blast to grab neos alius or neos from the grave and use alius special effect to be treated as neos. then use three common souls in your deck. also add copy's of neo spacians like glow moss, air hummies. grand moles are limited. so run that with "ribbon of rebirth". to bring moles back to the hand along with opponents monsters. use three compulsory evacuation device and torrential tribute. I assume that you do. Fake Hero has little functionality in this deck, given the Heroes you have listed. Elemental Hero Woodsman and Stratos would be good additions if you really wanted to keep Fake Hero in it. Can you use 'King of the Swamp' when you fuse for 'Rainbow Neos'?
Due to a bit of an oversight when Rainbow Neos was translated into English, you cannot use a Fusion Substitute in the place of Rainbow Dragon or Rainbow Dark Dragon, nor can Elemental Hero Prisma take the place of one either. The reason is, the Japanese version says it is made from "Elemental Hero Neos" and an 'Ultimate Gem Lord monster'. This wording is actually non-specific, it is not naming anything specifically, just looks for any monster with Ultimate Gem Lord in the name. You therefore can't use a substitute or Prisma in conjunction with that second component, only Elemental Hero Neos. When they translated the card into English, they just wrote Rainbow Dragon and Rainbow Dark Dragon by name, not realising it changes the way the card is played - but the card has to follow its original Japanese text, and that is how it is ruled at tournaments. So King of the Swamp can be used, but only in place of Elemental Hero Neos.

What would be a good elemental hero neos deck?
I dont really get this question, but I think you mean what cards you can use with neos. Well, if you want a neos deck, you should put him in. Next,you should find some cards that can help you summon neos quite easily. Then, you may wanna power up neos a little, for example you could use cards that boost his ATK or DEF, whatever you prefer. Then you may want to use a bit of "neo spacian" monsters, to give a bit of balance to your deck. If your strategy is gaining life points making you almost invincible, you should add cards like "goblin secret remedy" and "neo-spacian air hummingbird".That should boost your life points. If your strategy is defending your life points or your monsters, you may want to add cards like "sakuretsu armor" to your deck. If your monsters are no good, add "torrential tribute" or "lightning vortex". If you have any fusion monsters you can summon,you can just add a few "polimerization"(s) in. Since the deck's main monster is E-hero neos, you may want to add more "elemental hero" monsters or fusion monsters. If you have all of(or most of) these cards, that's your Neos deck! Hope it helped!
