Creepers don't burn in the sunlight because they aren't programmed too! The only Mobs that currently burn in sunlight are Zombies and Skeletons. No other Mobs will burn in sunlight. Also, Zombies/Skeletons can still do the player damage whilst on fire.
Animals use sunlight to keep warm, to see, and some use it to make vitamin D. Plants use sunlight to keep warm and to make sugar from carbon dioxide and water.
