To get a net from Animal Crossing Wild World, you first must have 500 bells (the currency in Animal Crossing), which is the cost of the net. You must go to Nook's store (either Nook's Cranny, Nook 'N' Go, Nookway, or Nookington's), and there should be a shelf dedicated to tools, including but not excluded to the fishing rod, net, and shovel. You have to spend a certain amount of money to upgrade to Nook 'n' Go. If you are talking about Nook's shop in general, it depends on the map of your town.
To upgrade Tom Nook's store, buy all the items in his store. The next day, it should be closed for remodeling. If it isn't, keep on buying lots of items from his store. The day after it's closed, you should have a new store called Nook n' Go. Do the same thing and you will upgrade to Nook Way. The last store you can upgrade to is Nookington's. Nookington's has two floors and a hair salon.

Nook's Cranny to Nook N' Go -- Spend/sell combined amount of 25,000 Nook N' Go to Nookway -- Spend/sell combined amount of 90,000 Nookway to Nookington's -- Spend/sell combined amount of 240,000, and have a friend visit you via Wi-Fi/DS to DS, and buy something from your shop.
Tom Nook has 4 shops, Nook 'n' Cranny Nook 'n' Go Nook 'n' way Nookingtons Nookingtons is the final shop you can possibly get on the game. At the start of the game you have Nook 'n' Cranny- a small tool shed with less items and tools. To reach the next shops spend more time at the current Nook shop and buy a lot of items; giving you points. You record your points on this machine in the shop which tells you your total points. If you get lots of points, soon the bill board outside the town hall will read that Nooks is closing- which means Nook is upgrading his shop for the day.
