You cannot get command blocks from the creative inventory, however you can type in a command to receive one. Press "T" on your keyboard while in-game and then type /give (your username) command_block.

all portals are 5 blocks by 4 blocks. If you saw a very big portal, then the person who made it hacked by inventory editing and got the portals blocks and just putting them on top of each other

Since in creative, you've got access to infinite amounts of any block or item, there's no real need for the inventory. You could consider the selection menu to be your inventory or sorts. However you so still have an inventory, and it can be seen by interacting with blocks like a Dispenser.
