You DO NOT have to beat campaign. to unlock all levels in Zombies mode, follow these steps:
1. turn game on to the main menu of black ops.
2. you can move the camera, point it down to your hands.
3. continuously press L2 R2 or LT RT, or keep pressing the aim and shoot buttons.
4. he will now break free from the chair, you can now walk around.
5.go to the computer in the back and it will say hold X or square to use the computer.
6. for zombies maps type 3arc unlock.
7.for dead ops arcade (mini game) type DOA.
