How do you uninstall jagex so you are unable to play runescape on your computer?

There is no specific "Jagex installation" or "RuneScape installation". RuneScape requires Java, but if you uninstall that, lots of other sites may not work as well. Your best bet would be to get a program of the "parental control" type that lets you control what websites can be used by users of the computer.
