You need to go to a public lot/ community lot. At night, sometimes you will see a vampire character called 'the count', or other vampire townies. You will need to greet them, talk to them and possibly make friends with them. They may randomly bite you, which is what you're hoping for. Then you will be a vampire!

It doesn't matter about the capitals and hold shift then click on your sim and look for the option 'Make Vampire' and your sim will be a vampire. when you are done bring the cheat box back up (ctrl + shift + c) and type in
BoolProp TestingCheatsEnabled False
to turn it off, weird things will happen if you keep it on. Happy Vampires!
P.S. wait until night or be in a house with no windows. your Vampire will die if they are in the sunlight, so delete all windows in the house and only let your sim leave when it's dark out. Be careful!!
