The generator is located in the underground city of New Mauville. You must walk down the path at the bottom of Mauville. When you see the man fishing, stand to the other side of him. Here, you use surf. You should see a cave after surfing a small distance down the river. Enter through there. You must toy with the buttons to open doors and at the end you will find the generator. Press the red button in front of it to turn it off. If you go to the side, you will see a Pokeball, which contains the Thunderstone. This stone will only evolve Eevee, Voltorb, Magnemite, and Pikachu. (Although I suggest that you save it to evolve Eevee.)
