In order to fly you must be in Creative mode. Creative mode can be entered by using the command `/gamemode [yourusername] 1` Once in Creative, simply double tap the jump key (spacebar by default) to begin flying. Hold space to ascend, and crouch to descend.
If by 'God mode' you mean creative mode, you need to set the gamemode to creative when you start the world. Alternatively you can turn cheats on and type in the command /gamemode 1.

While in survival mode type /playermode 1"yourname" to turn creative mode on and just grab the item from the creative inventory, click on the chest icon in the lower right corner and place it in your inventory. You can't unless you use a permission plugin on your server. Or you are OP and when they turn yo creative you use /gm [player name] 0
as long as there not opped, they wont be able to turn back. do this by doing the command "/deop <player's name>.
