You must be a lvl 9 Tide-Born. When you do you will get this quest. Press Q and the quest box will show up. The quest will be in yellowish gold. Then once you complete this quest, you go to the assassin trainer or physic trainer and learn the skill to turn into a mermaid. Or merman. :P You must be underwater though to use the skill.
