To trade Pokemon from Ruby to Colosseum, you first have to beat the final boss, to explain it better, you have to watch the credits pass, then the game will ask to save your game. Do that, and then you will find yourself at the gas station (the place where you fight Willie). Head to the Pokemon center in Phenic City and go inside. go into the basement and talk to the lady. Make sure the Gameboy is hooked up to the gamecube and there you have it.

I don't think that you can...seeings how its a Jhoto region Pokemon.Do remember, once you beat Pokemon Colosseum/Pokemon XD Gale of Darkness you can trade Pokemon over to Ruby/Sapphire/Emerald if you have a purified Larvitar.But I don't think you can actually catch it IN GAME though.
