You have to randomly come across it first (which sucks), but if you miss it the first time, there will now be a marker on it's location page... which you can follow.
And you may know, but don't try and fly to new locations when you're on the hunt (bike or walk is fine), but these legendary will jump to a completely different area if you do.

They're all running around Johto. If you've seen one, check your pokedex to track it. If not, finding one is all luck. They frequently visit the grass west of Mahogany and the grass east from National Park and south from Ecruteak but, they appear in many places! Hope that helps!!! Normally you would just go on any route and hope you find it in the grass (it helps to put Repel on) however here's an easier method: Trade the dog that will appear in your game now here's how you determine which one you get. It depends on what starter pokemon you chose so let's pretend it was Charmander that means Suicune will be the dog that will appear. Squirtle is Raikou and Bulbasaur is Entei. Besides Firered and Leafgreen you can trade one from Pokemon Colosseum only after beating the game and you must also purify it first of course. In order to trade you need the National Dex upgrade in Firered/Leafgreen and you had to have delivered the Ruby and Sapphire to Celio at the One Island Pokemon Center already. Trading takes place at Phenac City in the basement of the Pokemon Center remember a GBA to GCN cable is required for linkup communications and lastely ensure the Firered/Leafgreen game has been saved at a Pokemon Center with the pokemon party you want to trade for the pokemon in this case make it something simple like Entei for a Caterpie. Once you actually receive the data you may return if you want because all you need is the data because now if you use your Pokedex and check the area of Entei or whatever dog it is you can find exactly where it is and it will be alot simpler to track down but remember it will always run away from its current spot meaning you need to "trick it" into running into the same route you chose rather than going to where it is at the current moment. This is the easiest way possible but remember its all luck whether or not it will appear in your area so keep trying. There are some "hot spots" where they may show up frequently those are: Route 1, Route 4, and the route east of Celadon City.

Get Pokemon Colliseum on the Nintendo GameCube, catch Entei in the storyline, purify it and trade it to what ever handheld game you have.If you have Pokemon Crystal, Gold or Silver it has to be caught in the wild.If you see it in Crystal, Gold or Silver it can be tracked with the Pokedex. In Pokemon gold, silver and crystal catch Uknown letters E, N, T, E, I and put them in your party. An Egg should appear. When it hatches a baby entei will come out. Raise it to level forty and it will evolve into entei. In Pokemon Heart Gold Soul Silver go to the Burned Tower in Ecruteak City and in the hole is Suicune Raiku and Entei. Go down to the base ment and they will run away. Go down by a ladder. Raiku and Entei will appear on your map at a location where you can catch them. Suicune will first go to Cianwood city and then to a place just out side mt mortar.first you have to go to a cave in one of the cities.it looks like a building.then you have to walk around and you see 3 Pokemon.then you have to look around the place and have a wild encounter.it could be a suicune,raikou or the Pokemon you been looking for an entei.i suggest you use your pokedex to track entei down and use one of the radio station songs because one of them helps you get wild encounters fast
I'm having the same problem now in my Pokemon Crystal game. I've played through the game before, but I remember being able to "track" Entei and Raikou through my Pokedex and was able to catch all three. This time I caught Suicune pretty early after seeing them for the first time, but afterwards I noticed that I didn't have the other two dogs in my Pokedex (even though I had already encountered them all once in the tower). I managed to find and catch Raikou but not Entei, so I think that they must still be out there even though they're not in your Pokedex. Keep on searching and using repels in Johto and you'll probably encounter them sooner or later! Hope this helps!

you can get one of the legendary dogs but it depends on you starter Charmander=Suicune Squirtle= Riakou Balbasaur=Entei You need to have beaten the Pokemon league and have the national dex
You had to have had Charmander as your starter, then after you beat the Elite Four you can track Suicune's location with your Pokedex. Every time you move to a new route or city, though, it moves as well, so you have to kind of corner it. Alternatively, if Bulbasaur was your starter you get Entei and if Squirtle was your starter you get Raikou.
You can find it wandering around the region, but you have to happen to find it by chance. After you find it, you can track it on the Pokedex.
There are about five you can catch or six 1 Lugia, get silver wing 2 Ho-oh, get Rainbow Wing 3 Raikou, track it down 4 Suicune, track it down 5 Entei, track it down 6 Celebi, only through an Nintendo Event Suicune, Raikou, and Entei you have to be careful with you kill them they are gone. Try and save when you are in there area. Also a Pokemon that knows Sleeping Powder would be good. Good Luck!
