Likitung must know the move rollout to evolve. It is the only Pokemon whichn evolves in this way. If you told it to forget this move go to the house closest to the water in Pastoria City and get the man to teach it the move again. You will need to have a heart scale though and these can be found by mining in the underground using the explorer kit. Once he has learned rollout just level him up a bit and he should evolve :)
