You have to be actively sprinting while doing this, so start sprinting a few meters away from the place you want to jump from. When you get to the place you want to jump from, press and hold the jump button. If you are still having problems, you can practice the campaign mission "Numbers" where there are a lot of places to sprint jump from and practice.
