It seriously sucks. -_-' But the best I can tell you is to try moving the snowballs in every direction you can think of to clear a path to the gym leader. Keep trying, and eventually you'll get it. Or you could look for some walkthrough online that could help.You must slide on the ice until you smash all of the snowballs. After doing this you will be able to walk up the stairs to the gym leader.
