When you talk to a Sim on MySims Kingdom, do you notice how you have the choice of either being nice, being mean, or just chat when you walk up and approach a Sim to try and talk to him/her? If you click, "Be Mean", Your Sim can do all sorts of things to be rude. One of those things, is to scare the other Sim. You can't choose to Scare them though. The Sims will do it randomly out of all the mean things they are able to do. But there are not a whole bunch of mean things they can do, so you will probably "scare them" on your 3rd or 4th try, if not the first.
