You can't.
You will need to download the Sims 3 Nude Patch to remove the blur.
I dont think you can... I dont know if this works, but you could try going on landsculpting, lowering the ground level, making the ground level even and then try and put walls on it. I just made that up right now, I dont know if it works... a basement is a good idea, I never thought of that. You could always build a garage if it doesnt let you build a basement. :)
you cant.
This is possible, but it isn't supposed to be. First, use the terrain tools to make a square hole where you want the basement to be. Make sure to measure it somehow, so that it's the perfect size. Then, use the flattern terrian tool and drag from the middl of the basement to each of the four corners. Now build the floor. Just to let you know, the walls don't work so if you want a basement you can only have a basement and nothing else. Try experimenting to see what works for you. Hope I helped!

yes you can. (i dont know how to make one though so please dont ask.)
Well first you make a basement and then you put stairs in it where ever there is a space for example if you where trying to put stairs in your house to the basement you would have to have a huge amount of space and delete 6 squares of floor and but 2 stairs then in the basement you put the stairs where 6th squares are then you have basement stairs.

On the Sims website Mod the Sims, there are "mods" designed to remove the censor. One such is linked in the Related Links page. Note: Underneath the censor, it's about as explicit as a Barbie doll.
