Do you mean the little squiggly "tilde" character? ñ? There are a number of ways to add this.
In Windows, you can open the Character Map tool (Start, Programs, Accessories, System Tools) , select the character that you want, copy it and paste it in to your program.
In Character Map, note the symbol that you want, and find the keyboard shortcut for it in the lower-right corner. The Tilde-n combination is ALT-0241. So, press and hold the ALT key and type the number 0241 ON THE NUMERIC KEYPAD. It won't work if you use the number keys at the top of the keyboard. Here is is: ñ.
In Microsoft Word, there is an "Insert Symbol" option that also works.
