Go to "Group admin" And scroll down a bit. Find that person and then click the rank it says they are. It should show a few different rank names, choose which one you want them to be promoted/demoted to.

Click on the three dots on the side of your group (if you own it or your a admin) click on configure group, go to members, and then you can promote anyone in the group to any rank!
