First, you have to get the HM strength, then teach it to and a Pokemon and you can move boulders.
Strength
If you're talking about the small, rugged rocks, then I don't think you can. The only rocks I know you CAN move/break are the huge boulders made for Strength.
The small boulders can not be move unless you catch Cobalion (Mistralton Cave, Steel/Fight, level 42). When you catch it, the blocks won't be there anymore and you'll be able to catch Terrakion (victory road, Fight/Rock, level 42) and Virizion (Pinwheel Forest, Grass/Fight, level 42). This also works in Pokemon White.

To move boulders in Pokemon Gold you need a Pokemon with the HM move Strength. Selecting the Pokemon in the menu outside of battle should let you use it if you have beaten the Olivine City Gym.
