Next make sure that the sims are in the ''partners'' status and you are at least level 10. then finish the goals in till you reach the ''get engaged'' goal. Now when you click on one of the two sims that are ''partners'' there will be a ''propose marriage'' option and click on it. Then the game will take you to buy a ring (make it nice so they will say yes!and you can only buy the ring when you click the ''propose marriage'') if the sim says yes you will be engaged.
