To mine you need a pick axe. You can buy a pick axe from the axe store in south Lumbridge or you can a get a new one if yours broke at the mining tutor ( totally free) in the mine south of Lumbridge. Once you have a pick axe either equiped or in your iventory you can go to one of the many mines (indicated by a pickaxe on the minimap) and prospect if you have no idea what a rock contains. If you have a clue to what it is mine it by left-clicking on the rock or by right-clicking on the rock and choosing "mine rocks."
You can't mine for fish, you fish for fish, and you mine for ores. You mine with a pickaxe you find an ore then mine it, and you fish for fish with fishing equipment.

To earn fast money on Runescape, you need to mine essence in the Varrok mine and sell them in the exance.
cruelminer is a bot for runescape. What it does is clicking for you (gaining xp and such). It is not a hack. You must have the required level to mine the ore before you can use cruelminer to mine it.
