There is no 'baby' stage. Infants pee and poo in their diapers. You'll know if they did when the happiness bar drops, other sims around them get a 'disgusted' moodlet, the infant's hygiene bar drops, or green smoke flies around them. When they grow into toddlers, the next stage, you have to have a parent potty train them. To do this, buy a 'potty chair' in buy mode. Go to 'children's room' and then to 'furniture'. Buy it. Back in live mode, click on it with the parent. Select 'potty train'. If you have more than one toddler, you pick the one you want to train. After a few times on the potty (a little more for sims with the loser trait) They'll be trained! Now you can make them use the potty chair, not the toilet though, whenever they need to.
