It will not be labeled on your map, but it will be towards the left of your map on an island by itself near the Whirl Islands far tot he left of Olivine City. Basically, you need to do is go to Olivine City and use surf on the beach and go down and left. Make sure you do not land on the Whirl Islands, which is directly in your path Southwest from Cianwood City.
