The plans for it can be found under "special plans" in "object plans". to unlock these plans, i think you have to perform the ceremonial cliff dive at the Ancient Theater. To make them, you need plants such as indigo and orchids. these can be found in many areas on the third island, but the most effective way to gather those plants is to make a crop of them in a garden. to do this, collect ashes from a fire, make a soil patch (found in 'object plans') and plant a seed of the plant by choosing it your inventory. it may sound confusing now, but it is rather straight foward. then use a double crafting bench to make the dye.
