go into your party and highlight chatot and hit (A) and under summary, where you see HM moves you will see chatter in blue (along with fly or any other outside of battle move you taught it) click on chatter and it tells you what to do from there if your chatot doesn't know chatter and it's below lvl 20 when it gets to lvl 20 it will learn it, if it is one of the ones you caught in the wild at lvl 40 or so and doesn't know chatter, go to pastoria city, in the house by the lake the move tutor will teach him chatter in exchange for a heart scale if you need a heart scale, go underground and dig in the walls until you find one if you don't know how to go underground or dig in the walls, Google it because I'm wandering off topic here
