End portals and strongholds cannot be found in superflat worlds, simply because the world is too flat. NPC villages are the only generated structure to be generated in this world type. The only possible way to create an End portal would be to switch to creative mode by the use of mods or the cheats option in-game, or by using an inventory editor such as TMI, and selecting the End Portal block. Eyes of Ender can be obtained legitimately if you find an enderman, or if you trade for an Eye of Ender with an NPC villager.
