you do not have to apply to own or run a minecraft server. if your asking about applying to be a member on a specific server the people on said server (if it has graylist) can tell you. if you found on on a forum or such ask on said topic.

To run a Minecraft Server you will need to download the server software (See links below) and then enter the command... java -cp minecraft-server.jar com.mojang.minecraft.server.MinecraftServer ...into the Terminal.
