Both the fence and the gate can be made with a crafting bench.
For a section of fence, you'll need 6 sticks. The recipe is two rows of sticks, such as three across the bottom and three across the middle. This produces 2 sections of fence.
For a gate, you'll need 4 sticks and two wooden planks (of any type). Similar to the fence, it's two rows, but the rows are stick/plank/stick. This recipe produces one gate.

Yes the gate can be installed without removing the fence. But if the company that installed the fence forgot to add the gate I highly doubt I would want them to come back and do the work.
A gate opens and closes, like a door. A fence partitions off pasture, crops, etc. and is not meant to be moved.

His gate really jars my fence when he shuts it. I think he should put his own post in and attach his own gate to his own post.
