Pichu evolves when it has reached a certain level of happiness. You get happiness from levels, walking, using items and other stuff. Make it were a Soothe Bell which can be obtained in the mansion south of Hearthome (I think). A soothe bell increases all happiness that is gained. Hope this helps :)
