So, you need to give the eevee a soothe bell. You should also get it hiped up on vitamins, protein, ext. Then have it massaged by one of the two brothers in the Goldenrod tunnel. You also need to level it up. NEVER LET YOUR EEVEE FAINT! If you do, then it will be pissed. :) There is a lady in Goldenrod that tells you if your Pokemon is happy. Her house is by the poke mart (BIG).
An Easier way to do this. Is to give your Eevee a Soothe Bell, Which is Obtained in National Park. Then Make sure you keep your Eevee 1st in your party. A trick I used to make it happy is to Get 5 Pokemon Eggs, Place them in your Party and hatch them all. I suggest Aerodactyl or Kabuto eggs the most. Now another thing is when you battle a Pokemon make sure Eevee fights and Wins. (I suggest you don't try this while doing the egg trick.)
