Dual-wielding is a skill reserved for certain classes and certain specs. For example, an Enhancement Shaman can take a talent point in Dual Weapon Specialization, but properly-spec'd Restoration and Elemental Shaman don't get that option. If you are a Rogue, you will get dual-wield specialization from your class trainer at level 10. If you are a Warrior or a Hunter, you will get dual-wield capabilities from your class trainer as well, but at level 20. The rest of the classes cannot dual wield.
