You will then come to the intersection that leads to the Pokeathalon Dome and National Park. Choose and then go to Ecruteak or do a Pokeathalon.

Well, if your tring to get one so you can enter the radeo tower in golden rod city, go to the undergrounnd tunnel (the one withtrainers and picture people, an entrance is located by bill's house) and go all the way to the right and talk to the grunt. he will think you are a new commer to team rocket, and give you a uniform :D (though, you dont get to keep it) but if you mean for just walking around in a uniform for no real reason, you need to hack it XD action replay is advised
