You have to use Friendly interactions with the Sim with whom you want to move in until it says "[Other Sim's name] thinks [your Sim's name] is being sociable." Then, the Ask to Move In interaction should show up.
If you know that your Sim and the other Sim have any traits in common, I would recommend using interactions related to that trait if possible. It makes it faster and easier to get to the "Sim A thinks Sim B is being sociable" point.
