Modifying is basically hacking into the game. But you can download mods for it. If you don't know what mods are they are stuff you can get new onto the game. Like a car, or bus etc.
Although the games are almost identical, I do not believe the cheats for one will work for the other.

No, you cannot install mods on the 360. You need the ps3 or PC versions to install and use UT3 mods.
Google for Modstallation. You can use that software to install mods.
