Ok, i have added a related link that will bring you to a page where you need to download WinRAR. you need this to extract the files correctly in order for them to work for your game. no need to worry though, the program is free and completely safe.
once that is installed, go into
My documents/EA Games/The sims 2
create a new folder and name it "Downloads" put everything you download into this folder.
now select the downloaded files (they should look like a stack of three books) and right click, then select the "Extract Here" option. you may now delete the "Stacks of books" but keep the white files in that folder at all times.
When you start your sims game, you might get a message that says you have installed content in your game, check the box that says you want to keep the content and close out of the game and restart it.
Finally, when you go into Create a sim mode all your downloaded clothes should show up!
