No, once they take a child away I believe you can't see them again. Sorry:(
If the social worker takes your Baby, Toddler or Child, he/she can return to the household once you have another family member who isn't married to that Baby/Toddler/Child's mother/father. He/she can phone to 'Service' and then 'Adoption Service'. The child will be bought back to the household but not claimed as that Sim who adopted it's mother or father, the real one's will always be, however they will be like a family member to that Sim.
Click on the phone and go to "call," then click on "service". Select "Adoption Agency". If your sim has more than $3000 and has never had a baby taken away by a social worker before, the social worker will come to your house the next day at 10 am. Then, you can choose whether you want to adopt a baby, toddler, or child.
i believe that if your family has enough money for their child the child can get money to start off with

Well. If that child or children has parents who are taking care of them then you have a very slim chance. However, if the child is in foster care or in the state's custody I would go visit the child and ask who the child's social worker is.. Then get into contact with the social worker and ask about adopting the child
If you are looking for one for your child, you can go through their school, or through the county. The state as well.
