First, get an evee. Then, build up friendship and talk to it until its maxed out(when it starts hugging you and getting the heart icon). Then, level it up at night. Tadaa! Or just use the GTS lol that's a little easier
After you go through mahogany city go back to Goldenrod and Visit Bill's house and he will give you an eevee. Train the eevee and max out its happiness. Once it is at full happiness level it up at night and it will evolve into Umbreon. If you level it up during the day and its happiness is full it will evolve into Espeon. If it starts evolving into Espeon, his B to cancel it and wait until night, then level it up again and it will evolve.
