If you evolve it from a Torchic which you will be given by one of the professor's: however, I recommend you get one of the other ones cuz you can get Torchic on the Pokewalker ;) haha that's what I did :D now I got a Treecko AND a Torchic haven't trained the thought... anyways lol that's the best I can give ya :D

you can't get torchic. you can only get him in sappfire or ruby Wrong. Once you beat the game and defeat Red at Mt. Silver, go to Silph. Co in Kanto and inside will be Steven. He will ask you to choose a stone. (Choose the yellow stone for torchic, green for treeko, and blue for mudkip.)
