you can't get torchic. you can only get him in sappfire or ruby Wrong. Once you beat the game and defeat Red at Mt. Silver, go to Silph. Co in Kanto and inside will be Steven. He will ask you to choose a stone. (Choose the yellow stone for torchic, green for treeko, and blue for mudkip.)
